Forge the Arbiter set
After reading the courier's component list and collecting all four items, visit the Uriashi Hermit blacksmith in northwest Briar Sloughs. Perform the ritual and defeat the ghosts to forge the legendary Arbiter armor variant.
The Saint's Tibia is the recommended relic because using the Relic of St. Tyna sacrifices a purple amulet. Keep a save before spending rare relics or purchasing the silk threads.
